Vocational rehabilitation assessment

The vocational rehabilitation assessment is a survey of the current professional situation and future direction of 16–64-year-olds. The assessment, which lasts for 2–10 days, is an efficient service, during which you will focus on building a path that looks like you. As a Kela service, vocational rehabilitation assessment is free of charge to you.

Who is vocational rehabilitation assessment suitable for?

Vocational rehabilitation assessment is suitable for 16–64-year-olds who face challenges in their studies or working life or in the transition to working life due to an illness or diagnosis. If you are under 30, you can also apply for vocational rehabilitation assessment if you face challenges with life management and you do not have any direction for the future. Thus, at the age of 16–29, you do not need a diagnosis or a confirmed illness to apply for the assessment. The most important thing is that you are ready to make professional plans.

We will assess your need for vocational rehabilitation and, if necessary, refer you to health care services. You can therefore apply for vocational rehabilitation assessment at a low threshold from very different starting points.

The aim of vocational rehabilitation assessment is to clarify your path for the future

During the vocational rehabilitation assessment, which lasts for 2–10 working days, we will review the current situation and your internal motivation together. We will identify professional and other challenges in your life. We will also look for things that you are interested in and passionate about.

In addition to providing professional guidance, the aim is to strengthen your self-esteem and your view of your own strengths and resources.

Process of vocational rehabilitation assessment

Initial situation

Vocational rehabilitation assessment starts with a 2–4 day orientation during which your starting point and what kind of support you will need in the future are determined. Each person undergoing vocational rehabilitation assessment is provided with a personal counsellor. In the preliminary survey, your current situation, study and work history, life management ability and professional challenges are reviewed.

Goals and motivation

After the initial phase, a decision on the transition to the next phase is made together. Further surveys will take 6–8 days, depending on your needs. During this period, the issues discussed in the initial phase are reviewed in more detail and the clarification of your professional direction begins. Finding intrinsic motivation is an essential part of the further survey phase.

Strengths and resources

In addition to the professional direction, the further survey phase focuses on individual strengths and resources. Through various exercises, we will clarify the possibilities that are suitable for you. You will choose your own goals that reflect you, on the basis of which a professional plan is prepared.

Clarifying the path

The goal of the last phase, the follow-up phase, is for your professional path to be clarified and for you to start implementing your professional plan. This section includes a follow-up call and, if necessary, a meeting. Your personal counsellor will also be there for you in the follow-up phase.

When and where are vocational rehabilitation assessments arranged?

We arrange the service all over Finland and the dates will be agreed with you. A location-specific list can be found at the bottom of the page. Vocational rehabilitation assessment is divided into three phases:

• Preliminary survey phase, duration 2–4 days
• Further survey phase, duration 6–8 days
• Follow-up phase, duration 1–2 days

The duration of the phases and your participation in them depends entirely on your needs and wishes. Vocational rehabilitation assessment can be arranged as consecutive phases or in more than one period. If necessary, the service can be provided almost entirely remotely. You may be entitled to a rehabilitation allowance or reimbursement for trips made during the rehabilitation period. The duration of the vocational rehabilitation assessment specified above applies to vocational rehabilitation assessments starting on 1 January 2023.

Support from a team of professionals

In addition to your personal counsellor, you will have the opportunity to speak with a doctor, psychologist, social worker, physiotherapist, occupational therapist or a working life expert. This comprehensive support will provide you with the best tools for the future.

How to apply for a vocational rehabilitation assessment?

16–29-year-olds

A close relative or another party may also contact Kela on your behalf.

30–64-year-olds

Use Kela's vocational rehabilitation form KU101. In section 3, indicate that you are applying for "vocational rehabilitation assessment" and, in section 9, select Coronaria as the service provider. The application must be accompanied by a medical statement B issued by a doctor. You can obtain a statement from your attending physician or from a physician in primary health care.
